CHAPTER – 1
The particulars of organization, functions and duties (Section 4(1)(b)-I)
District Election Office, Serchhip is one of the branches of the District Administration or DC Office that is tasked to perform or deliver specific services. The functioning of the Office administering election processes within the District. The District Election Office functions under the overall direction and supervision of the Deputy Commissioner/District Election Officer.
Functions / Duties:
The primary functions of District Election Office are maintenance of electoral roll of the three Assembly Constituencies within the District and the Village Council Rolls, Implementation of Electors Photo Identity Card Scheme and Conduct of Elections.
Its main duty is to conduct free and fair Elections, educating the general public on electoral processes and practices through SVEEP campaign, maintenance of error free Electoral Rolls and 100% registration of all eligible voters through periodical revisions of electoral rolls.
CHAPTER – 2
The Powers and Duties of Officers and Employees (Section 4(1)(b)-II)
OFFICERS IN DEO SERCHHIP AND SUBJECTS ALLOTTED:
The functions/duties of the officers and employees are as follows:

CHAPTER – 3
The Procedure followed in the decision making process, including channels of supervision and accountability Section 4(1)(b)-III)
The Office acts upon the instruction received from the Office of the Chief Electoral Officer, Mizoram, who inturn received instruction from the Election Commission of India.
Decision on the means and method for the follow-up of instructions received are taken and decided by the DEO which is executed by the EO and other Office staffs and finally by the Booth Level Officers etc at the ground level.
Further, the State Election Commission, Mizoram is the decision making authority on all matters relating to conduct of Election to Local Bodies who issues instructions to DEO.
CHAPTER – 4
The norms set by it for the discharge of its functions (Section 4(1)(b) -IV)
The Office follows the norms set out for all Government of India offices by the Department of Personnel & Training/Department of Administrative Reforms and Public Grievances, or by the Department of Personnel and Administrative Reforms, Government of Mizoram, whichever is practicable.
CHAPTER – 5
The Rules, Regulations, Instructions, Manuals and Records, held by it or under its control or used by its employees for discharging it functions;

The rules and regulations, instructions, Manuals and records are as prescribed by the Ministry of Personnel, Pension and Public Grievance or by the Department of Personnel and Administrative Reforms, Government of Mizoram. No separate rules are framed by District Election Office.
CHAPTER – 6
A statement of the categories of documents that are held by it or under its control (Section 4(1)(b) -VI)

CHAPTER – 7
The particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof (Section 4(1)(b) -VII)
As prescribed by the Election Commission of India, regular meeting, briefing and consultation are done with NGOs and representatives of all Political Parties.
CHAPTER – 8
A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.

Election Commission of India is the final decision making authority or to certain extend the Chief Electoral Officer, Mizoram and the State Election Commissioner’s Office.

CHAPTER – 11

Budget are allocated by the Government under non-plan funds as per the proposals submitted by the District Election Officer through the CEO. Funds are alloted for the office monthly expenses, salaries of staffs and separate funds for Conduct of elections, expenditure incurred during revision process, SVEEP campaigns and other programme as devised by ECI/CEO, Mizoram.

TheDistrict Election Office, located at AOC, Veng, NewSerchhip is open during all working hours from 9: 00 A.M to 5.00 PM whereby any information can be sought as per prescribed procedure. Information can be obtain from the official portal, through mobile apps deviced by ECI including Voterhelpline mobile app and nvsp portal etc
No separate Library/Reading Rooms are being maintained by the District Election Office for public utility.

The Name, Designation and other particulars of the Public Information Officers (Section 4(1)(b) - XVI)
